European Leaders Advocate for Enhanced Security Assurances for Ukraine

Ukraine's European allies press for more security guarantees

As discussions intensify regarding Ukraine’s future, European leaders emphasize the necessity for stronger security assurances amid increasing pressure from Washington for Kyiv to finalize a peace agreement with Russia.

Ukrainian President Volodymyr Zelensky convened with UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German leader Friedrich Merz in London on Monday to explore the latest iteration of a peace proposal shaped during recent talks between Ukrainian and US officials.

Post-discussion, France announced an escalation in efforts to firm up security guarantees for Kyiv, highlighting the urgency of the matter.

Later on Monday, Zelensky was scheduled to head to Brussels for a meeting with NATO representatives and European Commission President Ursula von der Leyen.

The Balance of Support

Prior to the Downing Street meeting, Starmer articulated the need for “hard-edged security guarantees” to be included in any peace arrangement for Ukraine.

Merz expressed his reservations about certain aspects of the proposed peace plan originating from the US, stating, “I am skeptical about some of the details, but we must engage in these discussions. That’s why we are gathered here.”

In both Kyiv and throughout Europe, there is growing unease that the United States might withdraw its support for Ukraine due to frustrations over the sluggish pace of negotiations. Zelensky remarked in London, “We cannot operate without the Americans or Europe; hence, it is crucial that we make significant decisions.”

During the past week, Ukrainian representatives engaged in three days of discussions with a US negotiation team in Florida, advocating for modifications to a US-endorsed peace framework perceived to favor Russia.

Security and Territorial Concerns

Ukraine seeks robust security assurances to guarantee that, should a peace settlement be reached, Russia would be deterred from launching further invasions or assaults.

The topic of territorial concessions also remains a contentious issue between Moscow and Kyiv. The US has suggested that Ukraine fully withdraw from eastern regions that Russia has attempted to seize but has not fully captured in exchange for Russian troop withdrawals and a halt to hostilities.

This proposition is unappealing to Zelensky, who refuses to reward Moscow for its aggressive actions and has consistently warned that Russia would exploit any presence in the eastern territories to initiate future attacks on Ukraine.

Stalled Progress in Peace Talks

While the White House is pushing for a swift agreement on a multi-point plan to conclude the conflict, substantial movement towards a resolution remains elusive.

A five-hour dialogue between US envoy Steve Witkoff and Russian President Vladimir Putin in Moscow last week produced no significant outcomes.
